HEPA Filter Ratings Explained: What H13 and True HEPA Actually Mean

“HEPA” gets printed on far more vacuum boxes than actually qualify for it, and the labeling system behind it is more specific than most listings let on. If you’ve seen filters marketed as H10, H11, H12, or H13 and assumed they were all just different tiers of the same HEPA standard, that assumption is where most of the confusion starts.
Here’s what the ratings actually mean, and which ones are worth paying attention to.
The Standard Behind the Letters: EN 1822
The H-number system comes from EN 1822, a European filtration standard that classifies filters by how much of the most penetrating particle size (around 0.3 microns) they capture. It has three tiers, not one:

- EPA filters (E10–E12): capture between 85% and 99.5% of test particles. Efficient, but not HEPA-grade by the standard’s own definition.
- HEPA filters (H13–H14): capture 99.95% to 99.995%. This is the tier that actually qualifies as HEPA under EN 1822.
- ULPA filters (U15–U17): capture 99.9995% and above. Used in cleanrooms and specialized medical settings far beyond what home vacuuming needs.
Under this standard, a filter has to be H13 or higher to be called HEPA at all. Anything labeled H10, H11, or H12 is, by the same standard’s own classification, an EPA filter, not a HEPA one.
Why You’ll Still See “H10” and “H11” on Vacuum Listings
Plenty of consumer vacuum brands label filters “H10,” “H11,” or “H12” and market them as HEPA anyway, borrowing the H-number format without meeting the H13 threshold the format actually implies. It’s not necessarily a fabricated claim in the legal sense — efficiency ratings in that range are real numbers pulled from real testing — but it’s a use of “HEPA” that the standard those H-numbers come from wouldn’t endorse.
If a listing specifies an exact H-number, that’s more transparency than most give you. The mistake is assuming any H-number automatically means genuine HEPA performance. It doesn’t — check whether it’s H13 or above.
Where “True HEPA” Fits In
“True HEPA” is a separate, largely US-market term, tied to a similar but distinct standard: 99.97% efficiency at 0.3 microns, based on US Department of Energy filtration testing rather than EN 1822. In practical terms, True HEPA and H13 land in roughly the same performance range, even though they come from different regulatory traditions.
The term to watch for isn’t “True HEPA” itself so much as the absence of it. “HEPA-type” or “HEPA-style” filtration carries no enforceable efficiency standard behind it at all — it’s a phrase manufacturers can use freely, precisely because it doesn’t commit to a number.
What Actually Matters When You’re Comparing Vacuums
Cut through the label variation with two checks:
- Look for a specific number. “99.97% at 0.3 microns,” “True HEPA,” or “H13″/”H14” are commitments to a testable standard. “HEPA-type,” “HEPA-style,” or an H-number below H13 are not, regardless of how prominently “HEPA” appears elsewhere on the listing.
- Remember the filter alone doesn’t determine performance. Even a genuine H13 or True HEPA filter only filters the air that’s actually forced through it. If the vacuum body isn’t sealed, some air bypasses the filter entirely. The Takeaway
A HEPA claim is only as good as the number behind it. H13 or higher, or “True HEPA” with the 99.97%-at-0.3-microns figure stated outright, are the only claims backed by an actual testable standard. Everything else, including H10–H12 and any “HEPA-type” language, is a softer claim wearing HEPA’s reputation.

Is H13 the same as True HEPA?
They come from different standards (EN 1822 vs. US DOE testing), but land in a similar performance range — both require roughly 99.95%–99.97% efficiency at 0.3 microns. Either is a genuine HEPA-grade claim.
Is an H11 filter bad?
Not bad, but not HEPA by the standard’s own definition. H11 sits in the EPA tier (E-class range in spirit, if not always in labeling), capturing less than the 99.95% threshold HEPA requires. It can still meaningfully reduce dust; it just isn’t the same claim as HEPA.
Does a higher HEPA number always mean better real-world performance?
Only if the rest of the vacuum is designed to make use of it. A high-grade filter in an unsealed body underperforms a lower-grade filter in a properly sealed one, at least for whatever portion of air is bypassing the filter through leaks.
